A picture nail leaves a hole the size of a pinhead and takes seconds to fill. A plastic anchor leaves a crater with a raised lip around it, and that lip has to be cut flush before filling or the patch will telegraph through the paint forever.
The order matters more than the product. Remove every hook, bracket and mount first, then cut back the damage, then fill, then sand, then spot prime. Skipping primer is the single most common reason a patched wall shows a constellation of dull circles once the light comes across it.
